When any one wants to download any app from any APP STORE , he / she should be required to submit personal data , which must include Aadhar ID number

Before allowing download , that APP STORE will seek VALIDATION from Aadhar Authority

Aadhar Authority will cross-check the submitted data with APAAR ID database which contains data of all students ( from Primary Class onwards )

If that cross-check reveals that the person seeking to download a particular add, is a student of less than 18 years of age , then the download will be denied

As simple as that
