If I were a Minister and , if my performance was to be judged by the " %age of annual budgeted allocation actually SPENT ", then do you think I would hold back ? Especially, when hardly anyone is asking : " Hey , what have you managed to achieve physically on the ground with all that expenditure ? What was the OUTPUT ?
